Hawaii is among 24 states leading a Smarter Balanced Assessment Consortium that is developing a new assessment system to measure whether students are meeting the Common Core State Standards. Hawaii and states across the country are transitioning to new Common Core standards in English Language Arts and mathematics that provide clear and rigorous expectations for what all students should learn at each grade level to graduate ready to succeed in college and careers. The Smarter Balanced Assessment System will give parents and teachers more accurate and actionable information about what students are learning. Because these assessments are computer adaptive, they will also provide better information about the needs and successes of individual students. Smarter Balanced assessments will include exams in English language arts/literacy and mathematics beginning in the 2014-15 school year. Below are the implementation schedules for the Common Core standards and Smarter Balanced assessments:

Smarter Balanced Member StatesSmarter Balanced is governed by a board of 21 Governing States – including Hawaii. The Board is supported by an executive committee of elected representatives from six Governing States and members of the higher education community. States are leading the development of the assessments through state-led Smarter Balanced work groups. Teachers from Hawaii and other Smarter Balanced states are engaged in item development, item writing, and item reviews. During the pilot and field tests, the Consortium will collaborate with teachers to get feedback on how students are responding to the assessments. Smarter Balanced Timeline
