The Individuals with Disabilities Education Improvement Act (IDEIA) of 2004...became Public Law 108-446. In accordance with the law...each State must have in place a performance plan that evaluates the
State’s efforts to implement the requirements and purposes of Part B and describes how the State will
improve such implementation. Hawaii is unique in that the State Education Agency (SEA) and the Local Education Agency (LEA)
functions as one unitary system. For both the Part B -- SPP and the Part B -- Annual Performance
Report (APR), Hawaii will report as a single SEA and LEA, public charter schools included.
