The Foster Grandparent Program (FGP) offers income eligible seniors, age 60 years or older, volunteer opportunities with non-taxable stipends to serve as tutors, mentors, caregivers for children and youth with special and exceptional needs. They provide between 15-30 hours of weekly service to DOE schools and/or Head Start programs in Hawaii.

FGP has placed stipend volunteers in DOE schools for 42 years.
